Edwin A. Lloyd, P.E., CCM is a co- founder of LSA, which began operating as a small business in 2014. Ed brings over 20 years of experience in project management, construction engineering management, quality assurance and supervision of technical personnel. After a very successful career at Kellogg, Brown and Root, Inc. (KBR), Ed became vice-president of MDA Engineers, LLC in 2008. In 2014, Ed decided to begin LSA. Over the years Ed has held project management positions from transportation clients to program management for municipalities. Ed has delivered exceptional projects for clients such as the CONCAP Government Ops, United States Naval and Air Force Base, Guam, U.S.A, Coastal Water Authority, Metropolitan Transit Authority, City of Houston, Harris County Toll Road Authority, San Jacinto River Authority, and Houston Sports Authority (Minute Maid Park). He is well versed in large civil construction projects including water treatment facilities, water, stormwater, and wastewater distribution/collections systems, bridges, roadway and paving reconstruction. Ed’s value extends beyond timely project execution, cost management, client representation, and complete representation from project inception to close out, but a developed trust that forges a client relationship for years to come.
Ed's accomplishments include – Leadership Houston Class XXVII (Best Class Ever), Strathmore Home Owners Association Board Member, Toastmaster District Winner, Port of Houston University Graduate, SAME past member, and an accomplished speaker and presenter.
Ed holds a Bachelor of Science degree in Mechanical Engineering from Prairie View A&M University, Prairie View, TX, is a licensed professional engineer in the State of Texas, and is a Certified Construction Manager (CCM).

Carl W. Smitha, P.E., CCM is also a co-founder of LSA. Carl brings over 30 years of construction management, engineering and site development experience with a focus on proactive leadership to facilitate the successful development and timely completion of projects. His expertise includes project management, construction management, client representative services, expert witness, developer services, and floodplain administration. He is well versed in large civil construction projects including water and wastewater treatment facilities, water, stormwater, and wastewater distribution/collections systems, tunnel, and road paving reconstruction.
Carl's unique combination of experience as City Engineer and Assistant Director of the Facilities Construction Section, City of Houston, allows for the efficient development, construction, and successful completion of projects. He has built a reputation for committed dedication, continuous improvement, team leadership, and proactive action.
Carl holds a Bachelor of Science in Civil Engineering degree from Michigan State University, East Lansing, Michigan, is a licensed professional engineer in the State of Texas and Certified Construction Manager (CCM).
