CITY OF HOUSTON, Renovation of the 4200 Leeland Annex & Improvements at the NEWPP Administration Building, Construction Management
$4.9 Million. Capital improvements project consisting of over 19,000 SF of remodeling at two Drinking Water Operation’s administration buildings. Improvements include water quality laboratory building renovation of structural walls, roofing, flooring, ceilings, windows, partitions, doors, electrical service, lighting, HVAC equipment, duct work, fire pump, piping, alarms, fire suppression, gas piping, plumbing, fixtures, sinks, laboratory equipment, eye washes, security equipment, and IT/communications conduit.
CITY OF HOUSTON, Neighborhood Sewer System Improvements - Sunset Blvd., University Blvd., and Westheimer Street, Construction Management
$5.1 Million. Completed six months ahead of schedule. Capital improvements project on Westheimer, Sunset, and University Blvd. The work, adjacent to the Galleria and Rice Village areas, includes the removal and replacement of 5,310 LF of sanitary sewer, 8,543 SY of pavement replacement, waterline adjustments and the coordination of construction activities within a mixed use development comprised of high rise hotel, retail, office, and high density residential.
CITY OF HOUSTON, Southeast WWTP Improvements/Expansion - Pacakge 2, Construction Management.
$47 Million. Capital improvements project consisting of the construction of improvements at the Southeast Wastewater Plant. The improvements allow for expansion of the plant daily flow from 10.2 to 15.2 mgd. Improvement include: new influent lift station and electrical building, new 135-foot diameter clarifier, yard piping, headworks improvements, aeration basin modifications, RAS transfer pump, new aeration basins, blower building improvements, chemical feed improvements, CCB improvements, new aerated sludge holding tanks, and SCADA/Instrumentation improvements.
TIRZ No. 20, Fondren Road Reconstruction from US 59 to Westpark Tollway, Construction Management (Subcontract)
$19.3 Million. Drainage and mobility improvements along Fondren between Westpark Toll Road and US 59. The work on this project includes the removal and replacement of the existing 6 lane boulevard that includes construction of 72,170 SY of reinforced concrete paving, storm sewer drainage system, wastewater system, potable water system, installation of concrete pavers, traffic signalization, street lighting, tree protection, hardscape, brick wall, and traffic communications conduits.
$1.7 Million. The Eastside Drainage Project includes infrastructure drainage improvements along the major drainage line (W146) on the City’s eastside with approximately 46,600 CF of underground storm water detention in the R.O.W., full reconstruction of streets and utility upgrades. The project also includes intersection redesign, traffic control, storm water pollution prevention, tree protection, removal, pruning and community coordination.
CITY OF HOUSTON, Lift Station Renewal and Replacement Package 2 Alief Village and Bell Park Lift Station Diversions, Construction Management

Water/Wastewater Plant less than $25 Million
$16 Million. Capital improvements project consisting of the Lift Station Diversion for Alief Village and Belle Park #2 which includes the demolition and abandonment of Lift Stations, the construction of 10-inch, 12-inch, 15-inch, 18-inch, and 24-inch gravity sanitary sewer by open-cut and micro-tunnel construction, and removing and replacing approximately 5,400 square yards of concrete pavement. This project is part of the City's Capital Improvement Plan (CIP) for wastewater collections and is required to meet the City's lift station renewal and replacement program
Mr. Lloyd was the City’s Transit Coordinator for the METRO Phase 2 Light Rail Program. Mr. Lloyd acted as a liaison between the City and METRO, coordinating the engineering, construction and close out of METRO's Light Rail segments on behalf of the City of Houston. Mr. Lloyd facilitated communication between the City and METRO concerning the multiple aspects of engineering, construction and operations involving complex real estate, design, construction, environmental, code enforcement, public relations, construction management services, and code compliance. The project construction costs: Estimated $1.3 Billion.
$11.9 Million. Hardy Yards is an approximately 50-acre former Union Pacific Rail Yard site adjacent to Houston’s Central Business District located just two blocks north of I-10.T A land plan has been established to redevelop the historic rail yard into a mixed-use urban,residential district with a pedestrian plaza and open/green space. The current development plan calls for an Intermodal Transit Facility; 3,000 residential units; 120,000 square feet of retail; and 500,000 square feet office space. Phase 1 of the redevelopment shall install new storm sewer facilities, curb gutter, sidewalks, traffic signals, signs and striping, retaining walls, headwalls, drilled shafts, and railings, and perform utility relocations and site work associated with construction. This project also includes re-construction and improvement of existing roadways, including lime stabilized subgrade, concrete pavement, and Hot Mix Asphalt Concrete (HMAC) base and surface courses.
CITY OF HOUSTON, 24-inch Waterline along West Bellfort from Buffalo Speedway to Stella Link, Construction Management
$2.5 Million. The work on this project is a combination of 5,000 LF of large diameter waterline construction, public utility adjustments and pavement restoration along West Bellfort from Buffalo Speedway to Stella Link. The work includes new construction of waterline, valves, connections and appurtenances, tunneling operations, removal and replacement of 3,125 SY of existing concrete pavement, storm sewer, cathodic protection, and irrigation sleeves.
CYMI Industrial Inc., Southeast Water Purification Plant Treatment Module 1 Improvements, Client Construction Management Services (Subcontract)
$14.3 Million. The Southeast Water Purification Plant (SEWPP) rehabilitation included Sedimentation Basins A & B Improvements (TM1), Flocculator Rehabilitation in Basins A & B (TM1), Rehabilitation of Transfer and Distribution Pumps and Motors. The project includes the rehabilitation and improvements of the flocculators, transfer, backwash high service pumps and motors at Treatment Module 1 (TM1); construction of new parts building and new thickened sludge pump station. The scope also includes replacement of sludge pumps, modification of sludge piping, and replacement of filter valves, coating equipment and various improvements across the plant.
$5.3 Million, 330 day contract, completed in 2013 on time and within budget.
Mr. Smitha was brought in as the owner's representative and construction manager after project initiation to address untimely construction progress, outstanding issues, and community concerns. Achieved goals by focus on key process, commitment to buy in from stakeholders, and taking proactive action.
$ 168 million, 1095 day contract, completed on time and within budget, completed in 2011.
Mr. Smitha was the owner's Assistant Director for Construction Branch.
